- Manager sign off is after H&S but the id verification checklist is with NAECI grades table

- ID verification is part of the NAECI grades table , doesn't makes sense to keep id verification stand alone
- Action taken
- move the authorisation checklist e.g: ID verification, to manager sign off at the site after H&S assessment if needed.
